This template is used to indicate that a community is inactive.
This is not merely a lack of activity; so long as community processes function, and/or there are members participating regardless of the gap between participation, the community is still active by the definition of this project. This is used exclusively for when it is impossible or extraordinarily impractical for anyone to join the community as a new member.
