User access refers to the access, otherwise called tools, permissions, or user rights, a user has on the project. An exhaustive list of all user groups and their abilities is located at Special:ListGroupRights.
Obtaining Permissions
Any editor may request access to any tool by going to the talk page of any bureaucrat. Assignment of permissions is at their sole discretion.
Bureaucrat
A bureaucrat can assign any user right - including the bureaucrat user right - to any editor account.
Interface administrator
An interface administrator can edit all CSS, JSON, and JavaScript files on the project (both site-wide and user-specific) and edit the interface of the MediaWiki instance.
Suppressor
A suppressor can remove individual entries in a page history or log from public and administrative view (e.g person who made an edit, the edit summary, the revision of the page itself, or entries from most of the other logs).
Check user
A check user can tie IP addresses to user accounts, and vice versa, and automatically review information relating to that from within the website.
Administrator
An administrator can protect pages and files from being edited, protect file and page titles from being created, delete pages, restore pages, block users and IP addresses, and remove individual entries in a page history or log from public view (e.g person who made an edit, the edit summary, the revision of the page itself, or entries from most of the other logs).
